Finding & Getting Health Insurance Coverage

Several public and subsidized insurance programs are available to Minnesotans at little or no cost. Here is how to find out what you qualify for.

  • Medical Assistance (Medicaid): Free health coverage for low-income adults, children, seniors, and people with disabilities. No monthly premium. Covers doctor visits, hospital stays, and prescriptions.
  • MinnesotaCare: Low-cost coverage for adults and families who earn too much for Medical Assistance. Small monthly premiums based on income.
  • MNsure Marketplace Plans: Private insurance plans with federal tax credits. Compare plans and enroll at mnsure.org or call 1-855-366-7873.
  • Dental Coverage: Medical Assistance covers basic dental for adults. Community dental clinics provide sliding-scale or free care.
  • Prescription Assistance: NeedyMeds, Dollar For, and manufacturer programs connect low-income patients to free or discounted medications.

How to Find Free & Low-Cost Clinics

Even without insurance, Federally Qualified Health Centers (FQHCs) are required by law to see patients regardless of ability to pay.

    You may qualify for Medical Assistance. Apply at mnsure.org or call 1-855-366-7873 before assuming you must pay out of pocket.

    Schedule your appointment

    Call ahead to confirm sliding-scale fees. Most clinics will not turn you away for inability to pay. Ask about same-day openings.

    Establish a primary care relationship

    Having a regular doctor leads to better health outcomes and fewer expensive emergency room visits over time.

Call 911 immediately. ERs cannot turn you away for inability to pay. After stabilization, ask about charity care and financial assistance programs.

A medical bill should never bankrupt you. Know your rights and the programs available to help cover costs.

  • Hospital charity care: All nonprofit hospitals must offer free or discounted care to patients under a certain income level. Ask the billing department directly.
  • Negotiate your bill: Medical bills are often negotiable. Ask for an itemized statement and dispute any errors.
  • Patient assistance programs: Visit dollarfor.org or needymeds.org to find free medications from manufacturers.
  • Retroactive Medical Assistance: Even enrollment after the fact can cover recent bills — apply as soon as possible.
  • Interest-free payment plans: Hospitals must offer these to low-income patients under Minnesota law.
  • Medical debt protections: MN law limits what collectors can do with medical debt. Certain income is exempt from wage garnishment.
